Gluing things so they stay together in potentially wet, outdoor conditions is entirely different than working with interior projects that never see moisture, UV rays or wide temperature swings. The secret with PVA is not only gluing the plastic to the wood using the bottom of the base, but also creating a lip of glue that comes up over the base of the figure, thus creating a mechanical hold on the figure as well. Construction adhesive doesn’t dry as hard as wood glue and can be prone to separation under pressure. Polyurethane glue is used for woodworking, since it fills gaps as it cures (dries). If you go with PVA, as Tony says there are two options depending on your preference: craft glue is easy to work with because it fills gaps nicely (easier to make that stirrup), and its tackiness holds the figure in place until it sets. Wood glues set in ~less than 1 hr. That said, it could take as long as 24 hours to reach full strength. This chemical burn creates extensive white clouding that will spread even beyond the limits of where you applied the glue. The nature of the veneer glue is to make an exceptionally strong bond thereby making it very difficult to remove a veneer intentionally.
Keep some acetone, nail polish remover or glue debonding agent handy in case you get stuck!!! Apply carefully and with a matchstick and you\’ll get a strong almost permanent bond. CA glues dry very quickly, and they work well on a wide variety of both porous and nonporous materials.
